NEW ORLEANS – A federal judge is ordering tests to be performed as soon as possible on cement Halliburton Co. used to seal the BP well that later blew out catastrophically in the Gulf of Mexico.

U.S. District Judge Carl Barbier said some of the components may be “deteriorating over time” and that tests should be done “as soon as reasonably practicable.”

The cement components had been subpoenaed by federal investigators looking into what caused the April 20 blowout of a BP well being drilled by the Deepwater Horizon rig. Halliburton was hired to seal the well with cement. The explosion aboard the Deepwater Horizon killed 11 workers and led to a spill of more than 170 million gallons of crude in the Gulf.

Halliburton’s cementing work on the well has jumped to the forefront of investigations into the explosion. On Thursday, the president’s oil spill commission said tests performed before the blowout should have raised doubts about the cement used to seal the well.

The cement mix’s failure to prevent oil and gas from entering the well has been identified by BP and others as one of the causes of the accident.

Barbier, who is overseeing lawsuits filed after the April 20 explosion, ordered tests on the same batch of cement used by drillers in the hours before the explosion. Halliburton said it expected government investigators to retrieve the batch of cement components next week, said Cathy Mann, a company spokeswoman. She declined further comment.
Officials with the Coast Guard and U.S. Department of Interior did not return messages seeking comment.

Kenneth E. Arnold, a member of the National Academy of Engineering who served as an adviser to the U.S. Department of Interior during its probes into the Deepwater Horizon explosion, questioned the importance of doing the tests on the cement components.

“The samples are old now,” Arnold said. “Whatever tests they do now are going to be open to interpretation.” And he added that it would be hard to simulate the cement foam’s properties in a laboratory and compare them to what happened inside the well.

He said the more critical piece of the investigation would be to figure out why the engineers and drilling crews on the rig believed the cement job had sealed the well. Before the blowout, crews performed a “negative pressure” test, a procedure that reduces the fluid pressure in the well to ensure there are no gas leaks.

“They interpreted the data to say they had a valid test, which was a misinterpretation,” Arnold said. “The real problem here is not whether it was stable or unstable (cement), the test was not proper … What’s critical is to understand why the people on the rig made the decisions they made.”

BP acknowledged in a September internal report that its engineers and employees of Transocean Ltd., the company running the rig, misinterpreted the negative pressure test.

But on Thursday, Halliburton came under increased scrutiny when investigators from the president’s oil spill commission revealed that tests performed by the company before the deadly blowout showed the cement to be unstable. Independent tests conducted for the commission by Chevron on a nearly identical mixture also concluded that the cement mix was unstable.

In a statement Thursday, Halliburton said it was unable to give the presidential commission the cement mix used on the Deepwater Horizon rig because that batch was being held as evidence for the ongoing federal investigation. Barbier’s order released Halliburton to hand over some of the mix to federal investigators.
Specifically, Barbier wants tests on 1 quart of ZoneSeal-2000 and 2 gallons and 1 quart of SCR-100 in Halliburton’s possession.

On its website, Halliburton describes SCR-100 as a “cement retarder” that helps make a “uniform slurry consistency from batch to batch.” SCR-100 is “synthetically manufactured, which guarantees product uniformity,” the company says.

ZoneSeal is the product name for Halliburton’s foam cement, a slurry created by injecting nitrogen into cement to secure the bottom of the well. The decision to use foam cement has been criticized by outside experts.
Halliburton said there were “significant differences” between the Chevron tests and those performed by Halliburton. Halliburton said Chevron “tested off-the-shelf cement and additives” while it tested “the unique blend of cement and additives that existed on the rig at the time.”

Halliburton says an April test, performed before the explosion, resulted in a stable foam. Halliburton also has pointed blame at BP, contending the company failed to take steps to make sure the cement job worked.
For its part, BP has said a bad cementing job contributed to the blowout. BP has said a “more thorough review and testing by Halliburton” and “stronger quality assurance” by BP’s well team might have identified weaknesses in the plan for cementing.

Dave Cohen, a spokesman for the commission, declined to comment on Barbier’s order

ST. PAUL, Minn. — Victims of the deadly 2007 Minneapolis bridge collapse took legal steps Monday to seek punitive damages against an engineering firm that evaluated the bridge’s structural integrity before it fell.

Attorneys representing 34 victims and surviving family members filed documents asking a judge to allow them to seek punitive damages in their case against URS Corp. The filing said the San Francisco-based engineering company deliberately disregarded the bridge victims’ safety.

The victims and families are already suing the company for actual damages. Under state law, the petition for punitive damages must be made later.

A spokesman for URS didn’t immediately respond to voice mail and e-mail messages. The company has said in the past that it was not involved in the design or building of the bridge or any later construction work, including the resurfacing being done when the bridge collapsed.

The Interstate 35W bridge buckled and fell into the Mississippi River during the evening rush hour on Aug. 1, 2007, killing 13 and injuring 145.

URS had a long-standing contract with the Minnesota Department of Transportation to evaluate the structural integrity of the 40-year-old bridge and recommend ways to shore it up. The company and state reached a $5 million settlement in March, with neither side admitting liability or fault for the collapse.

The victims’ claim says URS failed to determine the strength of plates called gussets that connected steel beams.
Victims’ attorney Richard Nygaard said URS also failed to follow guidelines for bridges set by the American Association of State Highway and Transportation Officials when it evaluated the bridge. His filing says if those guidelines had been followed, URS would have had to tell state transportation officials to close the bridge immediately. ”They cut corners all the way around,” Nygaard said.

A federal investigation concluded that the bridge collapsed because of the failure of undersized gusset plates stressed by construction materials, rush-hour traffic and modifications made to the bridge over the years. Hennepin County Judge Deborah Hedlund will hear the victims’ request on July 15.

RESTON, VA. — The American Society of Civil Engineers (ASCE) has announced that the Sutong Bridge in Nantong City, Jiangsu Province, China has won the 2010 Outstanding Civil Engineering Achievement award (OCEA).

The Sutong Bridge, which spans the Yangtze River in China’s Jiangsu province, is the world’s longest cable-stayed bridge. With a main span measuring 1,088 meters, it is the first cable-stayed bridge with a span that passes the 1,000 meter mark. The bridge also has two side-spans that are 300 meters, as well as four smaller cable spans.

Sutong Bridge in Nantong City, Jiangsu Province, China

The bridge provides a vital link between the cities of Suzhou and Nantong in Jiangsu province. It dramatically reduces the journey between Suzhou and Nantong — which used to require a four-hour ferry trip — to just an hour.

In addition to its record-setting length, the bridge’s construction included a number of significant achievements. Its two pylon foundations — each founded on 131 piles, were the largest ever attempted, and, the 300-meter bridge pylons were the tallest ever constructed. Additionally, the 577-meter-long stayed cables were the longest ever manufactured.

Established in 1960, the OCEA program recognizes projects from around the world for their contributions to the well-being of people and communities, their resourcefulness in planning and design challenges, and their innovative use of materials and techniques. The other finalists were:

The Arrowhead Tunnels Project — Inland Feeder Program, San Bernardino, Calif.

The Concordia University Wisconsin Lakeshore Environmental Enhancement and Education Project, Mequon, Wis.

The Sound Transit Central Link Light Rail: Section 710 Beacon Hill Station and Tunnels, Seattle, Wash.

The Utah State Capitol Seismic Base Isolation and Restoration, Salt Lake City, Utah

Free events to feature actual case studies and offer education on using thermo-fluid system simulation to enhance system design, improve product performance and reduce energy costs

No related content found.

CHICAGO – Flowmaster USA, provider of world class system simulation software, announced the Plant and Piping Design Webinar Series, an ongoing free education opportunity for facility engineers, flow assurance managers, process engineers and anyone involved in the design of thermo-fluid systems used by thousands of engineers worldwide.

The Plant and Piping Design Webinars will address industry challenges by demonstrating methods and case studies from the oil and gas, process, plant, and power generation markets. Part I of the series, Improving Offshore Import/Export Systems, will take place at 10 am CST on February 23 and will provide an introduction to 1D thermo-fluid simulation by analyzing how an oil and gas conglomerate is using Flowmaster V7 to size components and assess different configurations in the design of an oil import/export terminal and single point mooring system.

“In simulating potential changes with its piping network for its mooring buoys, plus its sea-based permanent storage and production systems, this oil and gas industry leader was able to achieve dramatic operational design savings while also seeing an increase in total piping system efficiency,” said Barry Fowell, president, Flowmaster USA. “With increasing operational costs and ever tighter design regulations, oil and gas companies need software tools that will not only allow them to validate system performance and efficiency of current projects, but that also show clear development stream of future capability to support them in their future efforts.”

Plant and piping design case study highlights

The steady state calculations were used to determine piping diameters, including floating hoses to the shuttle tankers, which were needed for throughput and loading time. Then, dynamic transient analyses of surge press pressures were needed. When transfer lines are designed, it is important to assess the mechanical design conditions, including surge effects. It is crucial to clearly understand the effect of closure of any valves in the system, particularly at the downstream side. Transfer lines are long and must allow for rapid valve closure that can occur when there is an emergency trip.

Using Flowmaster, the company was able to model all the system detail and simulate all events likely to cause problems. For instance, if excessive surge pressures are predicted, then there are several methods capable of alleviating the problem, such as changing the valve closure time or adding pressure accumulators or burst discs.

A preview of upcoming events, in which other business case studies will be presented, includes:

Part 2: Plant Services Webinar - Minimize costs by selecting thermal system components for upgrades quickly and assess critical system design and operation for safety systems such as fire suppression.

Part 3: Compressible Transient Webinar – Methods and techniques for effective gas system simulation.

Part 4: Pressure Surge Analysis Webinar – Challenges and solutions for liquid system pressure surge including water injection systems in the oil sector and emergency shutdown scenarios in plant cooling systems.

Part 5: A How to Guide – How to reduce energy costs through thermal analysis, avoid pressure surge, and balance flow for critical plant operations.

WASHINGTON, D.C. — The American Wind Energy Association (AWEA) announced that the wind industry broke all previous records by installing nearly 10,000 megawatts of new generating capacity in 2009. The installed capacity is enough to serve more than 2.4 million homes. However, despite the increase in installations, the industry still lags in wind turbine manufacturing.

According to the fourth quarter (Q4) report released by AWEA, these new projects place wind power in close competition with natural gas as the leading source of new electricity generation in the country. Together, the two sources account for about 80 percent of the new capacity added in the country in 2009.

The report points out that the increase is a result of the clear commitment by the president to create clean energy jobs and the swift implementation of American Recovery and Reinvestment Act (ARRA) incentives by the administration. ARRA incentives spurred the growth of construction, operations and maintenance, and management jobs, helping the industry to save and create jobs in those sectors.

At the same time, the continuing lack of a long-term policy and market signal allowed investment in the manufacturing sector to drop compared with 2008, with one-third fewer wind power manufacturing facilities online, announced, and expanded in 2009. The result was net job losses in the manufacturing sector, which were compounded by low orders and high inventory. Looking forward, the critical ARRA manufacturing incentives that were announced only at the start of this year will also need to be supplemented with the hard targets of a national Renewable Electricity Standard, AWEA said.

A copy of the Q4 report is available for download through this link.

WASHINGTON (7 October 2009) — The unemployment rate for U.S. electrical and electronics engineers (EEs), which had jumped to a record high in the second quarter, has eased, according to third quarter data just released by the Department of Labor’s Bureau of Labor Statistics. For the engineering profession as a whole, the rate continued to climb, but more slowly.

The jobless rate for EEs dropped from 8.6 percent in the second quarter to 7.3 percent in the third. Quarter to quarter, the EE workforce grew by 26,000.

For civil engineers, the unemployment rate dropped from 4.7 percent to 3.6 percent, but for mechanical engineers, it rose from 5.6 percent to 9.5 percent. Overall, engineering joblessness rose to 5.9 percent, a 0.4 percentage point increase compared to a 1.6 percentage point increase in the second quarter.

The unemployment rate for computer professionals went from 5.4 percent in the second quarter to 6 percent in the third. Software engineers showed a slight decline (4.7 percent vs. 5 percent), while computer scientists and systems analysts experienced an increase (7.3 percent vs. 6.4 percent).

“These mixed data suggest that the worst may be passing, but we are still a long way from the levels of engineering unemployment we would expect to see in a strong economy,” IEEE-USA President Gordon Day said. “We are also encouraged that announcements of layoffs in the high-tech sector appear to have subsided, after peaking early in the year. A clear turnaround in engineering unemployment would be a very positive sign for the general workforce, since engineers create new jobs in many categories.”

Many waterfront properties all over the world having retaining walls or seawalls are aging to the point of needing repair or worse, replacement. Failure to provide proper weep hole relief has resulted in water being trapped behind the wall causing erosion, pressure, and wall failure.

Natural erosion can be controlled (possibly even prevented altogether) with the use of a proper weep hole drain. Water pressure can be released without taking the valuable soil into the bay or canal further preventing erosion or sink holes. The Jet Filter flush mount system can be easily installed and maintained from the waterside of a new or existing seawall and retaining wall.

The purpose of weep holes is to relieve hydrostatic pressure from behind the wall. Properly maintained, the seawall should last a lifetime without major repairs. The patent pending Jet Filter relieves hydrostatic pressure on almost any wall design.

“The fix permits drainage without erosion (about 6 months now). I used to be able to see multiple areas where there was flow over the top of the wall (from rainfall accumulations behind the seawall). I have seen none since completing the Jet Filter installation”. (Sonny, Homeowner Gantt Lake, Alabama).

As a former marine contractor, creator and inventor David Gentry has been providing weep hole drains throughout the world to marine contractors, engineers and homeowners. The materials used in the manufacturing of the Jet Filter are UV protected, durable and consistent with the life of the seawall/bulkhead. For additional information on the Jet Filter System contact David Gentry at 239-825-4508 or visit http://www.jetfiltersystem.com

Besides operating over 2,000 peak-hour buses on an average weekday, Metro also designed, built and now operates 73.1 miles of rail lines. TRC will be called upon to work on specifically scoped task orders in support of Metro’s environmental engineering program.

“TRC was selected as the most qualified firm resulting from our RFP process,” said Bruce Warrensford, Metro Director of Contract Administration, Construction. “We look forward to working with them on our ambitious environmental program.”

“We are pleased to support Metro’s program over the next several years and hope to build upon the work we provided the Authority over the past four years,” said David Zarider, TRC Senior Vice President. “It is particularly important to us since we contemplate expanding beyond our services in the areas of environmental assessment, engineering design, remediation, compliance, and construction oversight, into the emerging areas of, sustainability, climate change services, and energy efficiency for Metro.”
